Why did new home construction workers leave standing water in the bath tub?

I am building a new home and wanted to know if it is procedure for construction workers to leave water or standing water in the bath tubs that were just put in?Why did new home construction workers leave standing water in the bath tub?
When caulking around a tub it is best to do it with a tub full of water because it does flex some when filled, also they have to check for any sort of leak or malfunction. Nothing to worry about. Why did new home construction workers leave standing water in the bath tub?
This is called a ';tub test'; to make sure there are no leaks in the tub ';shoe';, the overflow or related seals.

It is normal.. after a few days it would be fine to drain it, assuming the plumbing inspector signed off on the final.
It is not. I would say they more than likely just forgot to drain the tub before they left.
they are checing the drian system for leaks using volume pressure
to test the unit for leaks
